Clamd in fedora lack of a sane default config and initscript which are expected from system services by users.

Other distros including the security-craze openbsd also includes a sane default config, so I dont see a reason why we shouldn't include that too in fedora. 

If you need help in creating one, I'm able to volunteer.

The clamav-scanner subpackage contains a setup suitable for streambased scanning.  A generic setup for a server doing directory- or filebased scanning is not possible due to file permissions.
