Description of problem:
man seems to be looking for man.config in /usr/etc, while it is actually
installed in /etc. So, if you don't have a MANPATH, you don't get man pages.

How reproducible:
Always

Steps to Reproduce:
For example, run 'strace man'. You will see that it tries this:

open("/usr//etc/man.config", O_RDONLY)  = -1 ENOENT (No such file or directory)

	

Expected Results:  open("/etc/man.config", O_RDONLY)

This was fixed some time between 7.3 and man 1.5j-9

Confirmed fixed in 8.0, man-1.5j-11:

open("/usr//etc/man.config", O_RDONLY)  = -1 ENOENT (No such file or directory)
open("/etc/man.conf", O_RDONLY)         = -1 ENOENT (No such file or directory)
open("/etc/man.config", O_RDONLY)       = 3

and "export -n MANPATH; man ls" works fine now.
