Description of problem:
If system-config-firewall is started with no root rights (as normal user), it does not ask for the root pwd, but fails with an error popoup:

Error:

org.fedoraproject.slip.dbus.service.PolKit.NotAuthorizedException.org.fedoraproject.config.firewall.auth:

So I have to start it with sudo.

That means, it is not possible to configure the firewall as normal user by the gnome menu: 

System>administration>firewall (I'm not asked for the root password)

I get exactly the same error.
The priority must be highest for the user interface.

It must be a duplicate bug of 624537
