Description of Problem:

run vt-is-UTF8 in a gnome-terminal (us ascii english install) and you get:

[jlquinn@hornet common]$ vt-is-UTF8 
is_in_UTF8_mode: Invalid argument

As both the package name and the application name indicate, vt-is-UTF8 works 
only with virtual terminals (meaning ttys -- text mode). 
It was never meant to run in X, and can't. The kernel doesn't know anything 
about X terminal emulation.
