Description of problem:

System Settings' Printer Configuration administration utility fails to create a new network printer due to authorization errors.

How reproducible:

Everytime.

Steps to Reproduce:
1. Open System Setting's Printer Configuration.
2. Click New Printer in the left hand tree.
3. Click the New Network Printer button on the right hand side of the window.
4. A window pops up indicating that "The password may be incorrect." even though no prompt for a password appeared.
5. Clicking Ok in this window will eventually bring up a window where a printer URI can be entered.  Enter a print URI and click Forward.
6. Choose a printer type from the database.  I chose HP.  Click forward.
7. In the next screen I chose my printer - Officejet 4300 on the left and HP OfficeJet 4300 Series, hpcups... on the right.  Click forward.
8. Enter Printer Name, Description, and Location information.  Click Ok.
9. A CUPS server error window will appear indicating that "There was an error during the CUPS operation: 'client-error-forbidden."
10. The cursor goes busy, but nothing seems to happen.  Clicking the Cancel button makes the entire setup workflow window disappear.

No printer configured.

Expected results:

Print configured.

It appears 652272 is a duplicate of this bug.

Yes, we have several reports of this issue, but unfortunately no fix.
