Description of problem:
in kde 4.5.95 kdebase-workspace-4.5.95-1.fc14.i686 the monitor power off is set to 18 minutes

xset -q shows

DPMS (Energy Star):
  Standby: 600    Suspend: 600    Off: 600
  DPMS is Enabled
  Monitor is On

so the monitor goes off at 10  minutes not at the 18 minutes specified in kde

How reproducible:
always

Steps to Reproduce:
1. upgrade to kde 4.5.95
2. set the time to monitor power off in powermanagement to 18 minutes
3. optional set the screensaver to 15 minutes

Actual results:

the monitor shut off at 10 minutes
and no gui to chaqnge the values in xset -q


Expected results:

after the 15 minutes idle time the screensaver kicks in and 18 minutes the monitor shut off


Additional info:

in kde 4.5.4 I has:
in power devil

standby 16 or something like that
suspend 17
power off no setting

screensaver at 15 minutes password at 16 minutes

so in the past the screensaver kicked at 15 minutes
the password was enforced at 16 minutes
at 16 the monitor was in standby state 
at 17 the monitor was in suspend state

now in kde 4.5.95 the above isn't possible anymore
