If I understand the problem correctly, the rpmfusion package you are trying to install must be done on Fedora 15 or later.  This is not a bug but rather what the package is meant to do.

Fedora doesn't support third-party packages and it isn't a bug with the rpm guide.  I would recommend looking for the 14 version of that package or upgrade to rawhide (15).
