Description of problem:
According to the init script guidelines

reload and force-reload should be implemented

# service ipa reload
Usage: /etc/init.d/ipa {start|stop|status|restart|condrestart}

# service ipa force-reload
Usage: /etc/init.d/ipa {start|stop|status|restart|condrestart}

The same is true for ipa_kpasswd

Does ipa_kpasswd even have a config file? I don't think there is anything to reload.

if there is no config file ipa and/or ipa_kpasswd ... and the behavior is expected ... I am okay with closing bug
