Always reproducable. 
It seems not to depend on a special picture. I tried it for several times with different pictures.

How to reproduce
-----
1. Open a picture in shotwell (with double-click in Thunar)
2. move (or delete?) the picture in Thunar while shotwell is still open
3. click on Next button in shotwell
