vdsm log.

Description of problem:

scenario where space on vg is consumed, and extend message keeps on arriving to SPM, log is loaded with the following exception:

number of exception in the log reach to ~3000 times. 
we should add some logic for that and block those requests till vg is extended or space is freed from it.
