Description of problem:

When trying to install puppet on a fresh RHEL6 install, I get a dependency error saying the package requires ruby(selinux)

Packages in EPEL may require additional RHEL repositories.  Puppet requires the optional repository to be enabled for the ruby(selinux) dependency.

Ah, yep, sorry about that.  Look like libselinux-ruby is in the RHEL6 Optional repository.
