Consider *.elc in addition to *.el when loading files from site-start.d

The attached patch makes Emacs load *.elc from site-start.d in addition to *.el.

Thanks for applying the patch.

Do you intend to ship this for earlier releases besides F-16+?  I'd like to take advantage of the feature sometime and would like to know which distro versions I can assume it is available.
