Proposed patch against man-pages.spec to fix this issue

Description of problem:

Hello,

armscii-8.7 cp1252.7 koi8-u.7 contain question marks instead of accented letters.
This is due to man-pages.spec not knowing about these pages when recoding manual pages.  Here is a patch.
This patch also fixes encoding in the first line after recoding manual pages.
