Vendor shouldn't have such privilege "verridemd5" and "overridev7".

Changed the setting on bz-web1.  Now only reviewers can view/grant these two flags.  

Since these two flags have not been added into live bugzilla, and it is possible that we lose these two flags' settings if bz team syncs the bz-web1 with live bz server.  If it happens, please feel free to reopen this bug.
