Description of problem:
ipactl status reports the following:

[root@works4me ~]# ipactl status
Directory Service: RUNNING
KDC Service: RUNNING
KPASSWD Service: RUNNING
HTTP Service: RUNNING
CA Service: RUNNING

when it is actually: 

[root@works4me ~]# service dirsrv status
dirsrv PKI-IPA is stopped
dirsrv SJC-REDHAT-COM (pid 950) is running...

Can you please post the sequence of steps that lead to this situation? Did you install with PKI integration or with --selfsign?

There is no dedicated steps leads to this error output. The server I used was installed last Friday. I know I did common end-user type interactive ipa-server-install. I didn't use --selfsign.

I have seen couple times that ipactl reports everything is running while there is one dirsrv service down.

Fixed current release.

Verified using - ipa-server-2.0.0-23.el6_1.1.x86_64

Automated tests run the sequence:
service dirsrv stop PKI-IPA
ipactl status > /tmp/status.out
cat /tmp/status.out | grep "Directory Service: STOPPED"

test indicates: Found: "Directory Service: STOPPED"
