If a task is omitted from a recipe because of arch/distro exclusions or --ignore-missing-tasks, we should insert a substitute/placeholder task in its place, in order to preserve the original order of tasks in multihost recipesets.

please include the excluded task's name and reason for the exclusion somewhere in the results (in the placeholder test's logs maybe? the less clicks required to get to this info, the better). thanks

I don't think this Bug is relevant now that beaker no longer removes/filters tasks silently as a result of Bug 841197
