Description of problem:

if v7 is run on a system with an unsynchronized clock, make warnings involving timestamps of files will cause a traceback (undefined "FAILED" constant).

This bug does not need a Tech Note because of:

1. A Red Hatter reported it
2. It only happened in an intermediate version.
