At openSUSE Build Service they have a RedHat_RHEL-6 repository. We can't build any el6 packages against PHP there because it seems the standard el6 channel doesn't contain php-devel for some reason: rpmbuild just says "nothing provides php-devel". This is most likely some sort of failure or human error because e.g. httpd-devel is there.

Told about this for the openSUSE Build Service guys and got this response: "AFAIK we are not allowed to provide packages from RHN legal wise" "can you ask if that is okay legal wise ?"
