S98beah* starts before S98NetworkManager which may cause problems with python and resolv.conf.

Ensure rhts-compat service starts as the last one as it blocks.
(Alternative: make it non-blocking by running in background.)

Suggested solution:

- use S99beah instead of S98
- starting rhts-compat from rc.local only

Moving rhts-compat to rc.local is of dubious importance - it has never worked in beah nor rhts. Thus I cloned that into separate Bug 688145.
