The RPM file cannot be opened when system try to install package, Version-Release number of selected component (if applicable): 10. From the test matrix, it appears rhe and I have both completed HD ISO installs without error. Is it possible your media, or drive is bad?
I have tested both the rc1 and rc2 again on another machine, they work fine. so I will close this as it is not a bug.
