Description of Problem:

If you place the mouse pointer at the very top of the panel, just above a
launcher, the tooltip and the icon for the launcher will flicker very rapidly
until you move the pointer away.

How Reproducible:

always

Steps to Reproduce:
1. Position the mouse pointer at the very top of the panel, above a launcher
2. 
3. 

Actual Results:

Icon and tooltip flicker rapidly.

Expected Results:

The icon is highlighted and the tooltip appears.

Additional Information:
	
The vertical area which causes this seems to be 2 pixels high.

Not sure what the proper way to mark this resolved is, but it now works fine in
beta4.
