Description of problem:
After doing a "yum update", I checked my perl installation by "perl -V".  It shows that I have 5.12.3 of Perl, but the @INC entries include 5.10.0 and no 5.12.3

I do not think that this is a Perl problem, but an error in package generation.

the rpm of perl 5.12.3

How reproducible:

Steps to Reproduce:
1. Install Perl via yum
2. Observe that you have Perl 5.12.3
3. Observe that the @INC entries show 5.10.0 and no 5.12.3

Following paths were there only for transition period:
    /usr/local/lib/perl5/site_perl/5.10.0/i386-linux-thread-multi
    /usr/local/lib/perl5/site_perl/5.10.0
    /usr/lib/perl5/vendor_perl/5.10.0/i386-linux-thread-multi
    /usr/lib/perl5/vendor_perl
    /usr/lib/perl5/site_perl

Correct @INC are only:
    /usr/local/lib/perl5
    /usr/local/share/perl5
    /usr/lib/perl5
    /usr/share/perl5
    /usr/lib/perl5
    /usr/share/perl5

So paths containing 5.10.0 should not be replaced with 5.12.x, but removed. I'd rather do not remove them in released version, but they won't be in @INC in F-15.
