Description of problem:
After upgrading gnome-shell, the system cannot start gnome-shell anymore with this error:

JS ERROR: !!! Exception was: Error: Requiring UPowerGlib, version none: Typelib file for namespace 'UPowerGlib' (any version) not found
                lineNumber = '0'
                fileName = 'gjs_throw'

How reproducible:
100%

Steps to Reproduce:
1. On my system, getting into the GNOME desktop is enough.
  
Actual results:
gnome-shell doesn't start.

Expected results:
gnome-shell works.

Additional info:
Installing upower-devel fixes the problem. (It still starts in fallback mode, but I'll diagnose that separately later).
