Description of problem:

Hi.  Sorry if this isn't the right place to put this.

When a toggle button is set to off the whole button is greyed out and looks like it cannot be selected.   

This may be confusing for new users.

I have attached a image as an example.

When button is set to on it is highlighted in blue so i don't see why when off it cant be done with solid black instead of grey.
