SELinux is preventing /usr/kerberos/sbin/login.krb5 from 'setattr' accesses on the chr_file 1.

If you believe that login.krb5 should be allowed setattr access on the 1 chr_file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# grep login.krb5 /var/log/audit/audit.log | audit2allow -M mypol
# semodule -i mypol.pp
