gitweb-1.6.5.2-1.2.el6 in rhel-beta-optional channel is outdated because this channel currently contains packages available in RHEL 6.0 beta (which is obsolete, obviously) Current production rhel-optional channel contains gitweb-1.7.1-2.el6_0.1, please fix your Red Hat Network (or yum) configuration to point to non-beta channels.
