Description of problem:

dhcp6c client is not started without ONBOOT=dhcp parameter in ifcfg-eth0 config file

Version-Release number of selected component (if applicable):

initscripts-8.45.30-3.el5_5.1

How reproducible:

100%

Steps to Reproduce:
1. Configure DHCPV6C=Yes in ifcfg-eth0 and ONBOOT= undefined
2. Restart network service
3. See that dhcp6c client was not started
  
Actual results:

dhcp6c client is not started without dhcp ipv4 client

Expected results:

dhcp6c client can be started without dhcp ipv4 client

This behavior is probably incorrect, but I would rather not change this in current state of rhel5.
