Fixed in 0c862112db323ff64e7c732cb574fb9cb2b95c19. You should see this in 0.95.5.

moving back to ASSIGNED for Proxy translation in zh_CN

0.95.6 will have the latest strings from i18n (bz688592). This resolves this issue.
