Description of problem:
In earlier Fedora versions I could ping some IP address without sudo or a previous su. In Fedora 15, pinging as normal user is rejected with:

ping: icmp open socket: Operation not permitted

After rebooting my F15 box, I got rid of all ping problems: no more sudo needed for pinging some IP address. No explanation for this behaviour :-(
