Description of problem:
I'm working on
https://fedorahosted.org/spacewalk/wiki/Features/NonLatinCharacters
which should be feature of RHN Satellite 5.4.1
I need two functions [1]. They will be need in Satellite, RHN Tools and at the end in rhn-client-tools so I decided to put them to rhnlib in upstream. 
It will save us a lot of trouble if it can be backported to RHEL5.7
