Adapt dependency filtering for rpmbuild >= 4.9

The dependency filtering mechanism in current perl-DBI package no longer works with rpmbuild >= 4.9:

$ rpm -qRp http://kojipkgs.fedoraproject.org/packages/perl-DBI/1.616/2.fc15/x86_64/perl-DBI-1.616-2.fc15.x86_64.rpm | grep RPC
perl(RPC::PlClient) >= 0.2000
perl(RPC::PlServer) >= 0.2001

Fix attached.  Ok to push and build for F-15+?

Note that on the other hand the mechanism in this patch will not work for rpmbuild < 4.9.
