Looks like a simple snafu in recent f14 (and newer) NM packaging, where 
/usr/include/NetworkManager/NetworkManger.h
contains
#include "nm-version.h"

but nm-version currently lives in NetworkManager-glib-devel

So, either move nm-version.h to NetworkManager-devel or remove the errant
#include "nm-version.h" from NetworkManager.h 

Depends on if you consider the macros in nm-version.h part of the NetworkManager.h api or not I guess.

Looks like we have more headers which should be in NetworkManager-devel and are in NetworkManager-glib-devel: Trying to build kde-plasma-networkmanagement in F15 without NetworkManager-glib-devel results in this error:
/builddir/build/BUILD/networkmanagement-0.9/libs/internals/setting.cpp:23:29: fatal error: nm-setting-cdma.h: No such file or directory

NetworkManager-0.8.3.998-2.fc14 has been pushed to the Fedora 14 stable repository.  If problems still persist, please make note of it in this bug report.

And NetworkManager depends on nm-glib.so.2 which is in NetworkManager-glib.

At this point I wonder whether the -glib split even makes any sense at all.

NetworkManager-0.8.3.998-2.fc13 has been pushed to the Fedora 13 stable repository.  If problems still persist, please make note of it in this bug report.

nm-setting-cdma.h (see comment #3) is still in NetworkManager-glib-devel, even in Rawhide.

And I still question the usefulness of the split, as per comment #5.

This message is a notice that Fedora 14 is now at end of life. Fedora 
has stopped maintaining and issuing updates for Fedora 14. It is 
Fedora's policy to close all bug reports from releases that are no 
longer maintained.  At this time, all open bugs with a Fedora 'version'
of '14' have been closed as WONTFIX.
