Description of problem:

It seems at least somewhat standard (for R users) to expect the R include files to be in /usr/lib/R/include.  I think a symbolic link in the R-devel package would be useful.

Is this really standard? I mean, its a minor change, but I really don't want to encourage people to violate the FHS like that.

Well, I think it comes from a default install going to /usr/local/R/include.  You already have /usr/lib/R/{bin,etc,lib,library,modules}.
