What does: rpm -q PyQt4 and rpm -V PyQt4 return?
This combination tests out ok for me, fwiw, $ rpm -q sip PyQt4 calibre sip-4.12.1-4.fc14.x86_64 PyQt4-4.8.3-2.fc14.x86_64 calibre-0.7.38-5.fc14.x86_64
