Description of problem: 
Window positioned in the lower half of the screen hides the lower menu items, the windows does not move when dragged pressing alt, right click on the window does not provies the move option.

How reproducible:


Steps to Reproduce:
1. Open Firefox. Right click on a file with unassociated program to open it.
2. Click browse to choose program list.
3. The window opens in the lower half of the screen, hiding the lower menu.

Expected results:


Additional info:
The window is not draggable. And does no have close buttons to close it. ( Workaround: alt-F4 to close the window)

Should be OK in 2.91.92 (or at least better, the file dialog will be pushed up to fit onscreen)
