Proposal:
Support a NOPPPWATCH variable (default no) to enable the possibility of not
starting ppp-watch. This requires a small patch for the ifup-ppp script (also
using pppd's "updetach" option) and a small patch for the ifdown-ppp script
(when looking at pid files etc.).  I'm using own patches now and if you are
interested, I can attach them to this bug (after some more testing).

The attached patch (for initscripts 6.67) works for me, but probably needs a
review by RH, as I don't know all backgrounds of the current script. The new
feature is enabled by including PPPWATCH=no in the ifcfg-ppp* file. I also
needed to add "> /dev/null" to pppd, as otherwise you get all kind of output
until the process is detached.
