Description of problem:
The time-stamp of copyright now is inconsistent, someone is 2009 and someone is 2009,2010. I saw that in some patches from upsteam have become 2009-2011, but not all of them.

virt-v2v-0.7.1-4.el6.x86_64

Steps to Reproduce:
1. Check some lib files, e.g.
# cat /usr/share/perl5/vendor_perl/Sys/VirtV2V.pm |grep -i copyright
# Copyright (C) 2009 Red Hat Inc.
=head1 COPYRIGHT
Copyright (C) 2009 Red Hat Inc.

# cat /usr/share/perl5/vendor_perl/Sys/VirtV2V/Connection/LibVirt.pm |grep -i copyright
# Copyright (C) 2009,2010 Red Hat Inc.
=head1 COPYRIGHT
Copyright (C) 2009,2010 Red Hat Inc.

  
Actual results:
as step mentioned

Expected results:
The time-stamp will be unified to 2009-2011, or something like that.
