Description of problem:

The cpuscaling test has a logic error such that it the test will pass as long as the last package tested passes.

Also, this patch improves some of the logging message, indicating cpu numbers.

This bug does not need a Tech Note because of:

1. A Red Hatter reported it
2. It only happened in an intermediate version.
