Downloading packages for the upgrade can take a very long time, sometimes more than one day (on 1.5Mb/s ADSL connection).
On such long operations, especially when the progress bar seems to be stuck (happens a lot when preupgrade downloads a really big metadata file), it is useful for the user to know the ETA for the download. 
(Also a download rate indicator would be nice).
