Description of problem:
When I used
			<hostRequires>
				<and>
					<arch op="=" value="x86_64"/>
					<machine op="=" value="intel-s3e36-01.rhts.eng.nay.redhat.com"/>
				</and>
			</hostRequires>
to specify test machine.
But Beaker picked dell-pesc440-01.rhts.eng.bos.redhat.com for me.

<machine/> is not a valid element in <hostRequires/>. Use <hostname/> instead.
