Description of problem:
if I create repo via createrepo from my own packages I cannot use pkcon to install from it as it keeps asking 
Do you want to allow installing of unsigned software? [N/y]

if I select y it will ask again and if no it terminates

PackageKit-0.5.8-19.el6.i686

How reproducible:
100%

Steps to Reproduce:
1.grab any rpm from unsigned source 
2.createrepo via createreo . command
3.point yum to it via /etc/yum.repos.d/test.repo
4.execute pkcon install test_package
  
Actual results:
cannot install as stucked in a loop

Expected results:
installation performed after confirmation

Additional info:
yum can handle this via --nogpg

Can you please get the output of pkmon (in another terminal) when trying to install this, I can't reproduce this on my VM here. The package installs fine for me.

unresolved, it has been rejected as it is not proposed as
exception or blocker.
