Description of problem:

Due to changes in BZ 691867, ldaps is enabled in both the SOW workstation pages and in the installation wizard.

The server itself though is not connecting to the database correctly.  This works in 8.1 - so the problem is probably in the way the openldap (instead of mozldap) calls are invoked.
