+++ This bug was initially created as a clone of Bug #691418 +++

At the moment, retrace server's size limits are verified just after upload, which may take a long time. Client should be able to query server's limits and not even try to start upload that is going to fail.

The latest retrace server code contains /settings action.

Now it needs to be implemented to the retrace-client.
