The first time you start the background settings from control-center, you can select whether you want the background image to be Tile/Zoom/Center/Etc. If you then make any chances (for example go to colors & gradients and pick a solitd background color, but just selecting a different wallpaper does the trick too sometimes), you can no longer select Tile/Zoom/Center/Etc. for *all* wallpapers. Not being able to select this for a wallpaper which has different sizes makes sense, but I would expect to be able to select this for single size wallpapers who's size does not match my resolution.
This message is a notice that Fedora 15 is now at end of life. Fedora has stopped maintaining and issuing updates for Fedora 15.
