The Scalar::Util is required from MyTestHelpers::findrefs only. MyTestHelpers::findrefs is called from MyTestHelpers::test_weaken_show_leaks only and MyTestHelpers::test_weaken_show_leaks is not called from anywhere. Thus I conclude Scalar::Util is not required at build time.

There are some circular problems when building perl-Perl-Critic-Pulp (perl-Pod-MinimumVersion must conflicts with perl-Perl-Critic-Pulp < 49 because it delivers the same files.) I've untagged this package from F16 to unblock perl-Perl-Critic-Pulp rebuild:
