Description of problem:

The statistics graphed on the Grid->Schedulers(select one)->Overview->Performance page are calculated over a particular window.  There should be some text on this page that indicates the length of the window, for instance:

"The sampling window for the following statistics is {whatever} seconds"

Additional info:

This value is the WindowedStatWidth on a Scheduler object in the xml schema and corresponds to the WINDOWED_STAT_WIDTH configuration parameter in condor.

I have added text that reads "*The following stats are averaged over a 300 second sampling window" where "300" is the value that is read from the database and reports the underlying config option of condor.

This update can be found in revision 4700.

Adding skip-errata.  This is really a screen presentation issue, and is a modification during development.

At the UI review today, it was decided to move the text to the bottom of the screen, which will also result in a change in the wording.  The new wording will be "The stats on this page are averaged over a 300 second window".

Updated in revsion 4706.  

The text is now at the bottom of the page and reads "*The stats on this age are averaged over a 300 second window".
