Add yum-plugin-security to default install

Description of problem: I think the only real difference we'd have by adding this is that we could put "yum --security" in documentation (without having to say, do blah to install the security plugin), and a few people might not know about it and would find out via. it's default installation.
Commands like 'yum info-security' are really useful and we might want to start pointing customers to those commands, or scripting which uses them, when the ability to get RHN notifications goes away (or if they are using CDN). I believe this rpm should be added a default to all install options.

Moving for rel-eng to implement, still requires a PM ack to do.
In RHEL6.2-20110822.5 yum-plugin-security is marked as default in comps.xml for all arches/variants.
