Description of problem:

The topic tool is currently built for F13, F14 and RHEL5. While it is anticipated that adding F15 to this list will be relatively simple some work needs to be done for packaging for RHEL 6 in a way that meets the packaging guidelines.

Primarily work needs to be done around sourcing or creating jakarta/apache commons RPMs to support the build.

A build for RHEL 6 is now provided, jakarta-commons-configuration had to be bundled.
