Description of problem:

This bug has been created from an RT3 ticket previously maintained at:

Content:

- topic import to replace current topic commit implementation [1]
- topic commit to svn commit file in cwd but contingent on passing some checks wrt to validity and spelling [2]

Further action:

[1] Was done in 0.0.5-1
[2] Requires further work to integrate the 'topictest' script into the tool. The idea is that a stub book is provided and when requested the tool will deploy it, insert the selected topic, build it with publican and then attempt to display it. 

Ideally we want two topic verbs:

topic preview - behaves as above
topic commit - behaves as above but in addition if the build succeeds commits the topic and images directory (if present) to SVN.
