Description of problem:
when clicking on system set manager either from the "system" tab or the button "manage" from another language, the displayed interface is entirely in english. switching to another page displays the interface in the right language

How reproducible:
all the time

Steps to Reproduce:
1.change your language locale setting to german
2.access the system set manager from the system tab

  
Actual results:
the page displayed is in english only

Expected results:
the page is displayed in german.

Additional info:
only tested with german language.

I do confirm this. That page is .pxt page. And none of .pxt page is localized.

This migration from pxt to jsp (which is localized) is happening several years already. You should not expect it to finish soon. In fact it may take still several years to finish this task.
